I assume you are having an issue importing a tax document? What tax information are you trying to import? Usually, if the import function is giving you problems, I recommend using the paper copy of the form and entering it manually instead.

seems to be suggesting i don't need turbotax - i could just fill out the tax forms manually

Filling out tax forms online or on paper are always options, but where is that suggestion coming from?
