When at the import screen to enter the package and document IDs, the instructions say to log in to your financial institutions account. Exactly where are we to do this? The only way I could see was to open another tab and log in....? After doing so, I get a message that my institutions credentials are incorrect. A better step by step instruction would help.

Here's an article that will help you import your 1099.
How do I import my 1099? - Community
I get to the screen that says "Sign On To Ameriprise Financial" but there is no button to click to do so. So what is the process from here to get signed on to Ameriprise?
After you enter your Ameriprise "Package ID" and your "Document ID", click on "Get my form". If you can't continue past this, the problem is probably with Ameriprise. You may need to enter the information on your 1099 package manually.

TurboTax does import CVS files.

Where might one go to find out how to do that to import 1099B transactions from a CSV file for an account that is now closed so I can't use the usual partner import method?
Here is an FAQ on uploading crypto transaction via CSV. It should work the same way. You may have to tell the system you have Cryptocurrency transactions and then upload the CSV for your regular transactions. It would still load directly into the 8949 so it shouldn't make much difference.
