You could try just putting in a fake EIN. Like 12-1234567. See if that works and lets yuo file. If is such a small amount and not right to make you file by mail. It is only s40 and nobody is ever going to question this.
You will need to delete the form that is in your return:
Now, visit the 1099-DIV section and choose to manually enter the 1099-DIV with the dividends from the Japanese company.
The EIN is not required and the return will be electronically filed without the number.
I followed the instructions that were provided in response to my original message: I deleted the 1099-DIV and entered it manually. Per the reply: "The EIN is not required and the return will be electronically filed without the number."
Not true. I'm getting the exact same message that I can't e-file because the payer's federal identification number is all zeroes. I had the same "all zeroes" 1099-DIV last year, but had no problem e-filing. I REALLY don't want to mail my return. Please help. Thank you.
I entered a 1099-DIV into TurboTax Online Premier manually. No EIN was entered. I am able to run Federal Review without issues.
So disappointing to see this response from an employee expert. The 1099-div will not process with no EIN. This user needs a better solution.
I've tried manually entering the 1099-DIV as well as re-downloading it from the provider. I can't get past the Fix Federal Return screen. It keeps returning me to File by Mail.
I prefer to e-file; I really REALLY don't want to file by mail. Last year, the error displayed, but I was still able to e-file even with the "all zero" FIN. It's $40.17, for Pete's sake!

I have a definitive solution to your dilemma. Try this.
@jar-eisen
Thanks for correct answer.
Thanks. That was a good idea, but the dividend is paid on stocks that we hold in joint tenancy. When I tried entering miscellaneous, I could only assign the $40 to one or the other of us. I'm going to mail the blasted thing. I appreciate your efforts.
Entering a phony FIN worked! I hope it doesn't raise any red flags, but I was finally able to e-file.
