If turbo tax says we underpayed our 2023 quarterly payments by $199 on the forms for our 2024 taxes. Do we pay this amount now in 2024 tax filings?

Also, we were notified by turbo tax that we should not pay quarterly taxes for 2024...as we received most of our quarterly payments from 2023 as a refund.

No, you don't need to make up an underpayment of estimated taxes by making a payment. If you owe anything it will be factored into the tax you have due, if anything, when you file your tax return.
