If the Primary Taxpayer is claimed as an exemption in the return, then the Primary SSN must not be the same as a Dependent SSN on another return.

It means you did not say that someone else can claim you as a dependent, but someone filed a tax return claiming you as their dependent.

How do I fix this? Can I still file for my tax return?

If the Primary Taxpayer is claimed as an exemption in the return, then the Primary SSN must not be the same as a Dependent SSN on another return.

You have three possibilities.

1. If you think you do meet the requirements for someone to claim you as a dependent, go back to the Personal Info section in TurboTax and check the box that says someone else can claim you on their tax return. This will allow you to e-file, but it may reduce your refund.

2. If you know who claimed you, but you don't think you qualify as their dependent, ask them to file an amended return removing you as a dependent. If they agree, then you can file your tax return as-is, without any changes. But you will have to print it and file it by mail. You will not be able to e-file this year.

3. If you don't know who claimed you, but you don't think you qualify as anyone's dependent, or if the person who claimed you refuses to amend their return, print your tax return without any changes and file it by mail. You and the person who claimed you will both get letters from the IRS asking for information to determine whether you are a dependent. The IRS will determine whether or not the other person is entitled to claim you as a dependent.

If the Primary Taxpayer is claimed as an exemption in the return, then the Primary SSN must not be the same as a Dependent SSN on another return.
