A dependent is a dependent for the whole year not for only a portion of the year. There are two types of dependents, a qualifying child or a qualifying relative.
Both types of dependents have a support requirement that hinges upon support for the whole year, not a portion of the year. See the definitions.

The question is whether the individual may or may not be claimed as a dependent. TurboTax software will ask you simple questions and give you the tax deductions and credits for which you are eligible based upon your answers.
If the the individual is a dependent, you will have to report health insurance for the whole year using an IRS form 1095-A from the dependent to report for the six months in another state.
If the individual is not a dependent, the dependent may file a tax return and report their own health insurance if they receive an IRS form 1095-A in addition to whatever health insurance you provided for the first six months.
