If its asking for 2016 did i pay tax preparation fees, does that include the fee i will be paying today to file for 2016 taxes?

i did not have to file taxes last year, thus did not pay fees last year

Generally no. You would report the fees that you paid for your 2016 tax preparation on your 2017 return since it was paid for in 2017.
