If I used turbotax max+ to file my return and then my refund was withheld by the IRS will I be billed for the service or how does that work?

Are the fees suppose to be deducted from your refund?  If the IRS is taking too long to send your refund or keeps it, you still have to pay the fees in time.  About  36 days after your original estimated refund date Turbo Tax will automatically take it out if your bank account.  You should get some emails before they take out the fees.

See What if the IRS reduces your refund or delays it.
