If I started a new job on February 2024 do I have to submit a W2 form for this company?

No. You should not even have a W2 for this company as W-2's are issued the year after the tax year, meaning, that you get your W-2 for 2024 work performed in 2025.

You do not include income earned in 2024 on your 2023 return which is the return we are filing now. You will only include income earned in 2023 on the returns we are filing now.
