If I received from state a billing notice and had to pay. Do I have to submit this info to you (Turbo) so to be considered for next 2018 tax ?

How can Turbo Tax know that payments done after filing, which are different due to billing notice from a state or IRS, in order to consider this for next tax season?

No, you do not have to inform TurboTax of the additional state tax payment.

On the 2017 tax return that is filed during 2018 you can report the additional state tax payment on the federal tax return as an itemized deduction on Form 1040 Schedule A.  Any penalties or interest paid on the taxes owed is not deductible.

No, you do not have to inform TurboTax of the additional state tax payment.
