If I owe IRS for past year taxes, will they take my State refund (I don't owe anything to the State)?

If you owe the IRS back taxes, the state refund will go to IRS.  States and IRS have agreements on the offset program.

Still timely file the return as it will reduce the interest and amount due to IRS.
