If i choose the Turbo Tax Self-Employed option for $89.99 does that include my State taxes?

Unfortunately, no. The Self-Employed software that you are referring to is an online version which will charge $36.99 per state filing. If you choose to purchase the CD/Download version of the Self-Employed (Home & Business) software, you will receive up to 5 e-filings and one free state filing. Any additional state filing will cost $39.99.
