I would like to know what my 8995 form is and why it is being reviewed? I wanted to filed my taxes and this is the only thing stopping me from doing so.

Form 8995 is used to calculate your qualified business income deduction (QBI).

If you reported any of the following on your tax return, TurboTax will generate form 8995.

  • Self-employment income (including 1099-Misc reported income),
  • K-1,
  • 1099-Div box 5 income.

The form won't be available until 02/18/2020. Federal Individual Form Availability

The site saying the form will be ready 1/29/2021 not 2/18/2021. I am now confused.

Although it does say "available", this is a draft version only and provided for calculation purposes. The IRS is not beginning to accept and process until February 12th of 2021 for 2020 tax year, therefore, the earliest possible date you would be able to file would be the 12th, provided that the 8995 is, in fact, out of draft form and finalized.
