If you have a contact number of the person at the IRS who told you to do this, I'd suggest that you call them to verify that their advice is correct.
According to the Instructions for Form 8379, Injured Spouse Allocation,
Form 8379 is filed by one spouse (the injured spouse) on a jointly filed tax return when the joint overpayment was (or is expected to be) applied (offset) to a past-due obligation of the other spouse.
I'm not personally aware of anyone needing to file Form 8379 when not filing a joint return.
That said… I suspect that Turbo Tax won't let you e-file Form 8379 unless you're filing a joint return, because of the IRS rule I cite above.
So, if your contact at the IRS can confirm what they've told you, or you can't get confirmation, I'd suggest that you complete your non-joint tax return in TurboTax, and print it out to mail. Then, print Form 8379 from this link, complete it by hand, and mail it with your completed return. I'd also suggest including a letter with your return, explaining what you were told by the IRS about filing Form 8379 with a non-joint return.
