I was charged $209.60 for filing my taxes and it was my understanding this was suppose to be free at this time under the Covid-19 circumstances?

Turbotax is a private company and has not changed their fees.  Your final cost is determined by the complexity of your return, the number of states you file, and any add-on services.  If you disagreed with the fees you could have stopped before paying and gone somewhere else.
