If you used 2018 Free Edition, you have free access to the 2018 return until October 31, 2019. If the 2017 return was prepared in Free Edition, then free access to it has expired. You'll have to pay to access.
When you try to download 2017, does it ask you to pay? If it was prepared in Free Edition last year, access will be locked. If that's your situation, we can tell you how to pay to unlock your 2017 return.
I assume your 2018 return has already been filed, and it's in the same account as 2017. Is that correct? If so, we can tell you how to upgrade the already-filed 2018 return to PLUS for 19.99. That will unlock all prior returns in the same account.
There's also a free option if a return transcript will suit your purpose. You may be able to immediately download one at the IRS website if you qualify to open an IRS account there. Otherwise, to order a transcript to come by postal mail takes 5-10 calendar days.

super helpful. but once i got to where i'm supposed to click plus to buy, they won't allow me to click on plus. its gray.
it says "your currrent product" and its gray.

If PLUS is grayed out, that means you are already in PLUS. Had you already tried to upgrade previously? In any case, be sure you don't upgrade any further, or you'll have problems. Here's how to pay for it. Before paying make sure the 2018 and 2017 returns are in the same account, or this won't work.
NOTE: If it should offer you the choice of paying later out of the Federal refund, that cannot be done for this purpose. You have to choose PAY NOW.
