I want to reopen a 2019 Income Tax Return. I get an error message asking for my 14 digit activision code. I supply the actvision code but get error message 630. Is thre a work around. I tried opening the file from Turbo Tax 2023 and 2022 did not work

You can't install or reinstall or update 2019 anymore. They only support the last 3 years and took off 2019 when they moved 2022 to the past year section. And 2019 was the first year they started using the License Code to activate the program so it has to log into Turbo Tax. You can't activate it now. It will fail.

I have the same issue.  This isn't a support issue, it's a license issue.  There's nothing in the EULA to indicate there's a termination date for the license.  I can understand not providing updates to the application and forms, but I'm not sure how Intuit can legally disable access to the application without prior notification and some kind of financial compensation for loss of use.  I contacted Support, they sent a link to request a refund, but it also says they won't refund anything after 60 days.
