I am not being given the option to receive a paper check

If you are selecting to pay your TurboTax fees out of your Federal refund, you will not get the option to select a paper check. The reason for this is because the IRS will mail the paper check directly to you, so there would be no way to have the fees taken from that check before it's sent to you. Direct deposit is required if you are choosing to have the TurboTax fees taken out of your refund. 

If you prefer to receive a paper check, you will need to remove the option to have the fees taken out of your refund and pay for your TurboTax fees with either a credit or debit card.

Here's how to remove the Refund Processing Service :

1. Sign in to your online return, if you're not already signed in.
2. Click File in the upper right corner and proceed to the Just one more step screen.
3. On this screen, click the first Revisit link (next to You've chosen to deduct your TurboTax fees from your federal refund).
4. Click View Payment Options on the next screen, and then select Pay with credit card on the screen after that.
5. Complete payment by entering your credit or debit card information.
6. Continue to the Just one more step screen to make sure the Refund Processing Service has been removed. Step 1 should now show that you paid with your credit or debit card.

To get the paper check option you must first pay the TT fees with a CC then the paper check option will be presented.    Otherwise, if you choose to have the TT fees withheld from the refund that will not be a valid option.
