I thought this was free why do I have to pay almost 400 to file

$400 is way too much for any version or services.  Deluxe is only $40 for Federal and 40 for state.

You are able to begin your tax return using TurboTax Free Edition, but if you do not qualify for it, you will be prompted to upgrade.
