I signed up for an IRS direct debit installment plan to begin June 13. However, I now have the money to just pay my IRS debt outright. How can I just pay them and cancel?

contact the IRS to get the payoff amount for your installment agreement. You will pay interest up to the day you pay it off.
you can also look this up online at the IRS website.

If you signed up for a direct debit repayment plan, I think if you try and cancel, they will probably debit at least one payment from your account anyway. You would eventually get the money back, but it's probably better to wait until you get confirmation of the acceptance of the plan (it might not even start when you asked if they are delayed setting it up) and then follow the instructions in the letter on how to pay it off. I you selected a pay by check installment plan, you can send a check now for the entire amount and then not make any payments.

Actually, the letter from the IRS said they have accepted my proposal and will automatically deduct $$ from my checking account (they have the account number) on the 12th of each month. There is no info in the long letter from them that says how to cancel the plan.

I would probably wait for the 12th, let them take the first payment, then on the 13th, pay off the remaining balance at www.irs.gov/payments. That way they have almost a full month to make sure they don't debit you an extra time. Make sure to select that you are paying off a plan and not applying a payment to 2019 estimated taxes.

Since you have the letter that the plan is approved, you could certainly pay in full now. The only risk is that they will still take the first payment, because it may take them that long to catch wise to the fact that you already paid. But if they do take the first payment, they will eventually return it to you (although it may be a couple of months).
