I received a bonus in '18. My employer included the amount I received after taxes in Box 1 and did not include the amount withheld from the bonus in Box 2. Is this right?

No, the withheld taxes need to be reported in Box 2.  If Box 2 is wrong, you need to contact your employer to get a corrected W-2.

Yes, Box 1 should include the full gross amount of the bonus, before anything was taken out (I had originally missed that you said that they only included the net amount in Box 1).
