I read that with Premier you can file up to five state forms, but when entering the data, the program indicates you only have one state. Which is true?

Click on the State Taxes tab.  Click Continue.  You will see your state return, but you should also see a button to "Get Another State".  Please look at the screenshot below:

Okay there is more than one possible answer to your question:

You receive one free state program with your TurboTax CD/Download.

You can e-file up to three state returns for each federal return.

You can paper-file as many states as you need to!

Yes, those instructions took me to the next state, but the download costs $48 per state. I understood with Premier that I could submit information on multiple states as long as I was paper filing. If each download costs me $48, how do I advance to additional states without paying $48 each time?

The downloads are the tax software for preparing the return.  Paper filing doesn't change the cost.  I'm sorry!
