I qualify for the savers credit but to get it I am required to upgrade for $59.99 plus need to pay for state ($59.99) which is more than the credit. any options?

If you just want to forget getting that saver credit due to the upgrade to Deluxe, you can tell the software in My Info that you were a student and it will disqualify you for the credit and let you use the Free Edition.

Or—-Use this IRS site for other ways to file for free.  There are 8  free software versions available from the IRS Free File site

If you qualify for Retirement Saver, you probably qualify for Free File at IRS.gov.

don't give up your refund.

OR

file without it, then amend your return to claim the credit

Does TurboTax free edition support amendment?

I don't know.

Even so you can do 1040-X yourself on paper.
