If my parents can claim me as a qualifying relative dependent (meet the guidelines) but are not going to (no tax credits for them and they make too much for stimulus payment), can I then file independently? Or do I have to still check the box someone else can claim me which will make me a dependent even though no one is claiming me? I just don't understand how this is verified by IRS and I would not be a dependent or independent in this scenario. Thanks!

If someone else can claim you as a dependent, then you cannot claim a personal exemption on your return. The rule applies even if the other person does not actually claim you. Therefore, you will still have to indicate so on your tax return.
If could be claimed as a dependent under the Qualifying Relative rules, then you fit the below criteria:
