No, your payment plan is not deductible.  Money paid to the IRS is not deductible.  You did not ask, but if you are getting a refund for 2016, the IRS will take it and apply to the taxes you owe even if you have a payment  plan in place.  You do not have to enter this anywhere on your return; the IRS will do this automatically.

No, your payment plan is not deductible.  Money paid to the IRS is not deductible.  You did not ask, but if you are getting a refund for 2016, the IRS will take it and apply to the taxes you owe even if you have a payment  plan in place.  You do not have to enter this anywhere on your return; the IRS will do this automatically.
