I paid $70 for TurboTax 2015 to file 2015 yet I can't e file it?

Prior-year returns cannot be efiled with TurboTax.   A 2015 return would have to be printed, signed, and mailed.   When you print, there should be a page called "Filing Instructions" with info on mailing it.
