What are you trying to do? Are you preparing and trying to e-file a 2019 return? It wants your 2018 AGI to let you e-file. If you did not file a 2018 return, then use "zero" for the 2018 AGI. If zero will not work then you have to print, sign and mail 2019.
The IRS uses your prior year AGI to combat fraud. If you didn't file a return in 2018, just answer No to the question if you filed a return in 2018.
