I need to know about Tennessee unemployment offset

My Tennessee unemployment has a over-payment and they have just been taking it out of my benefits every week will it cause me to have an offset on my tax refund because my benefits have run out. The offset was started on nov of 2018 and the amount was $1600 and now is down to $767 the offset was not due to fraud. I am going to call tomorrow because I don't have a payment arrangement with them yet. I have been calling the TOP number everyday and there is no offset on ss number.

A debt owed to a federal or state agency can be sent to the Treasury Offset Program (TOP) if it is 90 or more days delinquent. Any debt in the TOP database can be offset against your income tax refund or other government payments or benefits.

If you have recently checked the TOP interactive voice response line, and no debt is in the database under your Social Security Number, you may be able to avoid an offset if you act quickly.

I would advise you to contact the government agency to which you owe the debt and attempt to negotiate a payment plan that is acceptable to the agency and which you can realistically afford.
