What if I don't have previous tax returns for the ID verification and I can't find my letter but not ID number

The IRS provides several ways to contact them.

To retrieve last year's tax return details without your notice, you will need to contact the IRS by either Get Online Transcripts or by calling 1-800-908-9946.

I paid $149.46 yesterday for step 1 and completed step 2 but still need to do step 3. Today it says I have to pay another $54.00 for step 1 and I can’t get past it.
