I'm getting this error: IND-031-03 - 'PrimaryPriorYearPIN' or 'PrimaryPriorYearAGIAmt' in the Return Header must match the e-File database.

In last years taxes in the line #37 (Adjusted Gross Income) it's blank.

Enter Zero.

If that doesn't work, you'll have to file on paper via US Mail.

IND-031-04 - The primary taxpayer's AGI or Self-select PIN from last year does not match IRS records.

This year I filling status chabge

Last year I reported a different SSN due to a wrong identity. SSA couldn't fix it
so they gave me a NEW SSN on 6/22/2021.
Please let me know what I need to do?

The IRS updates their database from the SSA and 10 months is long enough that the IRS should have your correct information. The AGI from last year for your new SSN is zero - since your new SSN had no income and did not file the prior year.

Try entering zero for your AGI and see if your return goes through.

If it still does not go through, you may want to call the IRS identity department at 800-908-4490. Perhaps they issued an identity theft pin and you aren't aware or some other issue.
