Yes, i had the same experience.  If you choose to pay for Turbo tax out of the proceeds from your Federal tax return, you are automatically charged $39.99 for Premium Services Benefit.  So, if you want to not pay for this, simply pay the Turbotax fee by credit card.  If you were already charged the $39.99, you will need to contact customer support for a refund
