"we have detected that Windows update is in progress. please select "OK" to wait or "cancel" to quit install."

This is the error message, I have re-started the PC and have waited for 4 hours, the problem is still the same

Have you tried restarting your computer ?

yes, I also deleted the downloded file and re-downloaded again and received the same message
