I I received a 1099-MISC, in box 7 for $1800.00 dollars,do I have to file this to the IRS, do I have to pay taxes on this money.

I watched my grandchildren under the Dpt. of Behavioral Health, It was a one-time payment for $1800.00 dollars, then I was sent a 1099-MISC with this amount reported in box 7. Do I file this form, will I have to pay taxes on this money I received. I am not self-employed, I have no business.
