According to the IRS, if you pay an independent contractor more than $600 in a single year and you made the payment for services in the course of your trade or business , you have to file Form 1099-MISC, Miscellaneous Income, to report payments for services performed for your trade or business.
If this was not for your business, you do not need to file a 1099-MISC.

If you are required to file a 1099-MISC and issue a copy to your painter, you will need the painter's tax information (like his/her social security number) and address in order to file this form.
You can prepare this 1099-MISC using Quick Employee Forms (QEF) in TurboTax Home and Business.
Sign into https://myturbotax.intuit.com/
Under Tax Timeline, click on Continue your return
Under Manage Your Return at the bottom, click Create W-2s and 1099s

To get to the Quick Employer Forms (QEF) go to the "Business tab" - continue >"I'll Choose what I work on" > Business Income and expenses section choose > Profit and Loss from business. - click "start" or "update"
If you click on your business and select "edit", get to a page titled "Your Business", scroll down to the Business expense section and choose "other common business expenses" then select "contract labor" and you will see the start here on this page (see attached screenshot #1)
If you have not enter a business yet or select "add another business", you will continue past the business name and address >type of business > if you sold or acquired the business in the current year until you get to a screen that says "Pay any employees?" (see attached screenshot #2) Click on the start here to take you to the QEF website.
When logging into Quick Employee Forms (QEF), make sure that you are using the same username/password combination that you use to log into your TurboTax Online account.
