Can I get back money for claiming my kids , even if I haven’t worked ?

The child tax credit is only applied to taxes you owe.  If you have no taxable income, you can't get the credit.  

People who owe no income tax are eligible for the "additional child tax credit", but to claim this credit, you must have at least some income from working (either self-employment or W-2 wages).
