I have not completed or filed 2017. If I transfer files from 2017, after I finish 2017 can I retransfer files from that year?

No.  The only time you can do a transfer of a 2107 in to 2018 is at the very beginning of preparing 2018, before you enter any other data.  If your 2017 tax return is incomplete, you risk entering incorrect information in to your 2018 return by transferring it.
