I have about 4000$ in medical bills dated in 2017. However, I haven't made many payments. Do I add them now as they are dated for 2017 or wait until 2018 filing?

No you do not enter unpaid medical bills. You can only enter medical expenses you actually paid in 2017 on your 2017 tax return.
