The IRS will not acknowledge receipt of a tax return.  For future reference, any time you mail a tax return use a tracking service provided by the US Post Office with return receipt requested so you will know that the tax return was received.

Only the IRS and your State control when and if a Federal or State tax refund is Approved and Issued.

About 4 weeks after the tax return was mailed you can check the status of a federal tax refund on this IRS website - https://www.irs.gov/refunds

I mail my refund on February  20 and when will i get my refund and when would i know they received  it

Should i send it again and pay for tracking  then cuz i just send it like that

No you should not send the tax return again.  Wait for at least 6 to 8 weeks and if no status on the IRS website for the tax refund, then call the IRS.
Call the IRS:  1-800-829-1040  hours 7 AM - 7 PM local time Monday-Friday
