Sorry. TurboTax no longer supports the 2019 software. You will not be able to install 2019, even with a license code. You do not mention why you are trying to use that old software. If you used the software to prepare a 2019 return and did not save a pdf of the return, and you are trying to print the return, you might want to explore a service called tax printer.com. They are not affiliated with TT, and we do not know their fees, etc. but we are aware of them and they can print a return from a tax file.
If you did not ever prepare a 2019 return at all, then you are too late to get a refund for a 2019 tax return; the refund has been forfeited for several years and will not be paid to you. If you owe tax for 2019, it is owed with late filing penalties and interest. You can use the past year paper forms and prepare 2019 by hand to mail in.
