I have a 1099-B but there are no transactions listed at all. Zero everything. So, do I still have to file forms 8949 & 8453?

No, if you don't have any sales to report from this or any other 1099-B, there's nothing to report. In fact,it would probably create errors if you attempt to e-file a return with zeroes.
