I had to pay in 2018 and will have to pay again for 2019 so my direct deposit information is not on the return. It was on my 2017 return. Will they use that?

not according to what's been posted.  supposidly the IRS will have a link on its website to provide the bank info.

At this current time the IRS is only using the bank info from the 2018 and 2019 returns, if no bank info is on either return then the IRS will mail the stimulus payment to the last address the IRS has on file.
