I had to file federal by paper copy because I didn't receive my id theft pin number on time. How do I file my state tax on turbotax? It wants me to file the federal first

If you had to mail the federal return, you will also have to mail the state return. State cannot be e-filed alone. The only way to e-file state is if you were to e-file federal as well.
