I had some cancelled debt last year and am filling out Form 982 and the insolvency worksheet. Should I include the amount that was cancelled as part of my liabilities?

The instructions for the Insolvency Worksheet says to fill it out as of immediately before the cancellation. Does that mean that the cancelled debt would still be considered part of my liabilities at that time?
