I called the number but they were not able to answer what it was regarding. Also, I didn’t receive much information on what the notice is or what I should do next.

I've heard of this happening when the state sends the taxpayer a letter requesting them to provide proof of identity, with instructions of how to provide that proof. Generally, there's a "respond by" date in such letters. So if you got such a letter and did not respond in time, then the state assumes you are not the taxpayer named on the tax return and they will not process it.
Now it's possible that due to identity theft, you're identity has been used fraudulently to change your mailing address, thus ensuring you would not receive such a letter if the state did in fact send such a letter. So I would highly suggest you call the number on the letter you got to find out just what happened and what you need to do to fix it.  Unfortunately, threre' really noting anyone else, including TurboTax can do to help here. The state will only communicate with the tax filer about their return, and they're going to be particularly cautious if they think the filed return is fraudulent.

Thank you Carl, I will try to call them again to see if someone can help or give me more information as I’ve tried that before and the representative just told me to visit their office but I was not able to.

Most likely, you will need to have your 2017 and 2016 tax returns in front of you. Generally, you are asked for information on specific lines from a prior year tax return as a part of the indentity confirmation process. Until you can convince the person you are talking to on the phone that you are who you say you are, they are flat out not going to help you. Period.
As a last resort, you may be able to seek assistance from the free tax advocacy service in your local area. But I don't know if the service gets involved with state taxes.

could there possibly be a mistake on your state return.  check it carefully.   


assuming your return is correct then 


if you don't do anything your refund will be lost. if they won't answer over the phone ask coming to one of their offices and ask what you'll need to bring to prove your identity

if you are a victim of identity theft, you will also have tax issues in future years. not only for state but probably federal also.  


you could also hire a professional to represent you and look over notice and return.
