I've heard of this happening when the state sends the taxpayer a letter requesting them to provide proof of identity, with instructions of how to provide that proof. Generally, there's a "respond by" date in such letters. So if you got such a letter and did not respond in time, then the state assumes you are not the taxpayer named on the tax return and they will not process it.
Now it's possible that due to identity theft, you're identity has been used fraudulently to change your mailing address, thus ensuring you would not receive such a letter if the state did in fact send such a letter. So I would highly suggest you call the number on the letter you got to find out just what happened and what you need to do to fix it.  Unfortunately, threre' really noting anyone else, including TurboTax can do to help here. The state will only communicate with the tax filer about their return, and they're going to be particularly cautious if they think the filed return is fraudulent.
