Look under Reports in Quicken.
Under Reports> Tax> Tax Schedule
The icon next to the printer when hovering over it says Export Report Data to Different Formats.
There is an option for Report to Tax Export File (TXF).

The TXF import works for the "regular" tax schedules.
However, Capital Gains data gets imported as one big 1099-B statement without differentiation between brokerages and accounts. The direct import from Quicken used to break down Capital Gains into the accounts which made it easy to match with the brokerage statements.
My underlying question was if this (the import from Quicken) is a known problem that Intuit is working on fixing or if I am on my own.
This process is a work around. The issue is known but I would guess it is not high priority since you can import and should import from the Broker directly.
I have been using Quicken and TurboTax since 1993 and never once did the import function fail except for this year. Also, the import from a financial institution is also failing. I successfully connected to my Fidelity Investment account but received the following error message which is not true since I do have form ready for download online. Once again, this function never failed before, so why can't Intuit fix this problem ASAP since this method is more accurate and efficient than downloading reporting data into TXT data files?

I am able to create the TXF file, but am unable to find any way to IMPORT a TXF file into Turbo Tax.
This is a screen capture showing the pull-down which does not list TXF as an importable format.

I have not made any progress on this issue.
I have been dealing with a family medical emergency since the day after I posted the question.
I also have a vague memory that Intuit sent me some sort of "code" but I cannot find it.
