I downloaded my Turbo Tax from Amazon, I should have one free State E-file. I'm being charged to file my state return. I never had this happen before.

No---you do not have one free state e-file. You have the software program to prepare state returns for one specific state of your choosing. For each state return you e-file there is a $25 state e-file fee. You can avoid that state e-file fee if you print and mail the state instead.
