IF not that.....Here's what other people have done (win 8 compatibility mode might help you):
htharris: I finally solved my problem by installing under Win 8 compatibility mode. Thanks to those who suggested this route. I should note that I use AVAST and I don't believe the problem was related to it. That is, I disabled AVAST for one of my many aborted early attempts at installing and it made no difference.
rtpnpk: Same issue. A new, modern software product should NEVER require user to revert to "compatibility mode". I returned the software to Amazon for a refund
richj: .............. in my instance, my anti virus program (AVAST Free) was stopping the install. I have to disable it with task manager in the services tab by stopping the avast service. Then the install proceeded fine. (Remember to restart your antivirus after the install, it is important.)
waltersdk: tried loading on main computer and back-up computer...both Windows 10 with AVG. One loaded and other failed. Turning off antivirus on failed computer fixed problem.
bmw: I turned off my PCMatic and it installed running as an administrator. Every year, it is something else that makes TT a very difficult install. It is like breaking into a safe trying different combinations. The TT help desk was outstanding but had no clue as to what the problem was. Your post gave me the notion about the virus protection. SillyOne: I have similar issues with Windows 10. I discovered that when I turned off all of Norton Antivirus, including internet monitoring it installed great. Thought this may help.
uspswilm1: In my case, Norton Antivirus did not block installation, but Super Shield in PCMatic did. When I disabled Super Shield, TT 2017 Premier installed as expected.

bacassella: I gave up & contacted customer support. Spent 2 hrs on phone, & they had me run .Net Framework Repair Tool(again), then System File Checker (again), then they downloaded software(again), & finally it
somehow installed. Still not sure what exactly they did.
