Refer to the IRS website Where to file paper tax returns with or without a payment to find the IRS address for where you live.

To find out the address to mail your state return you need to check your State Department of Revenue website to get the address. Refer to the TurboTax Help article How do I contact my state's Department of Revenue? and select your state.
