I don't have credit card can my friend pay with his credit card? My federal refund was not large enough for payment.

Yes, just be sure that the other person is aware of the amount charged to the credit card. For fee payment, we can only accept VISA, MasterCard, American Express, and Discover cards with a U.S. billing address.
